OPPOSE SB 1340: Kennel Definitions Act

SB 1340, also known as the  “Kennel Definitions Act,” was introduced by Senator Jerry Ellis (D-Valliant), a long time opponent to regulations of black market  puppy producers in Oklahoma.

On Thursday, March 10, this bill passed the senate without debate. At the senate vote, Ellis denied it was his puppy mill bill in a clear effort to confuse the public.

Please let your representative know that you support SB 1712 and oppose SB 1340 because:

  • In addition to animal cruelty, Oklahoma is losing millions in undeclared revenue, which is not addressed in this bill.
    SB 1340 has no regulatory mechanism in the statute, it imposes no fines or enforcement agency.  It has no licensing fees and no oversight board.
  • SB 1340 would be an open-ended invitation to those who cannot comply with standards in their home states to open shop in the backwoods of our state.
  • SB 1340 allows up to 25 breeding female dogs, which allows the production of hundreds of puppies per year without licensing.
  • Under this bill, the strongest sanction against a poor quality breeder is being labeled a “puppy mill.” We need enforcement, not name calling!

SB 1340 PROTECTS PUPPY MILLS. IT DOES NOT REGULATE THEM.

Let your representative know today that you will not be fooled!  Name calling will not stop the suffering in Oklahoma puppy mills.
